1. Scientific and Technological  Ethics

Scientific and technological ethics refers to the ideological and behavioral norms governing the relationships between humans and society, humans and nature, and humans in technological innovation activities. It stipulates the values, social responsibilities, and behavioral norms that scientific and technological workers and their communities should adhere to.

2.  The Necessity of Scientific and Technological Ethics

With the continuous acceleration of the new scientific and technological revolution and globalization, science and technology, as the primary productive force, have become an important driving force for economic and social development, and a key factor determining the future and destiny of international nations. While humans enjoy the great convenience brought by science, they are also facing a huge crisis.

Science and technology are a double-edged sword, which can not only play a huge role in promoting social development, but also have negative effects on social development.

Therefore, the special abilities of scientific and technological workers who as professionals determine that they should first bear the ethical responsibility of "foresight", that is, they should consciously and comprehensively consider the social and cultural factors of technology, think, predict, and evaluate the potential adverse consequences of their scientific technological activities, and actively grasp the research direction.

3. The Responsibilities of Scientific and Technological Ethics Workers

The responsibilities of scientific and technological ethics workers refers to the fact that individuals and groups in scientific and technological activities should make their activities and achievements beneficial to the harmonious development of humans and nature, humans and society, and bear the harmful consequences directly caused by their activities and achievements, in order to ensure the survival and development of humanity. Specifically, it refers to the ethical responsibilities that scientific and technological personnel should bear when selecting research topics, initiating projects, conducting project research and development, and applying scientific and technological achievements.

4.  The Implementation Mechanism of Responsibility for Scientific and Technological Ethics Workers

4.1 Strengthen education for scientific and technological workers.

In the process of forming and implementing the responsibility for scientific and technological ethics , the safeguarding role of educational mechanisms cannot be ignored. Cultivate the social responsibility and ethical awareness of scientific and technological workers through education, so that they adhere to the truth of science while respecting ethical and moral norms, and make every effort to reduce the negative impact of technological development on society. They should also use the moral power of role models to motivate educational technicians, such as the demonstration of responsibility by advanced and exemplary figures, and by praising advanced and setting typical examples. Encourage people to learn and abide by ethical norms and ethical standards, and enhance the binding force of technological ethics.

4.2 Establish a sound ethical responsibility reward and punishment mechanism.

The implementation of the ethical responsibility of scientific and technological workers requires the establishment of a sound reward and punishment system, so that the behavior mode of adhering to scientific and technological ethical responsibility becomes the norm in society. For example, denying certain concepts and behaviors of scientific and technological workers in scientific research activities through legal risks, economic risks, moral damage, and other means can create certain pressure on them to stimulate their own reflection ability, correct previous concepts and behaviors, gain experience and lessons, and improve their own quality. To affirm and reward scientific and technological workers for actively fulfilling their ethical responsibilities and efforts in scientific research activities, so that their self-worth can be recognized and their own value can be maximized, which will greatly stimulate the enthusiasm of scientific and technological workers.

4.3 Establish an ethics supervision committee and increase supervision efforts.

SIIT established a Medical Ethics Committee on June 30, 2020, which implements the "Measures for Ethical Review of Biomedical Research Involving Human Beings", establishes a Medical Ethics Committee, to deploy and carries out relevant work such as medical ethics review, comprehensively promotes the development of medical ethics in the Institute, and provides ethical protection for the development of SIIT.
